Borough based jail proposal moves to City Council. On September 3, 2019, the City Planning Commission approved the Department of Corrections, the Mayor’s Office of Criminal Justice, and the Department of Citywide Administrative Services’ application for a special permit to create a borough-based jail system with modifications. The application passed by a 9-3 vote with Commissioners Alfred C. Cerullo III, Orlando Marin and Raj Ramphershad voting against the proposal.

On December 11, 2018, the Landmarks Preservation Commission held a discussion about the 1st Spanish United Methodist Church located at 163 East 111th Street and Lexington Avenue in East Harlem. City Announces Plans To Replace Rikers Island
New borough-based detention facilities will provide on-site support services. On August 15, 2018, the De Blasio administration announced plans for four modern, community-based jails to replace the embattled Rikers Island detention facilities. In 2017, Mayor Bill de Blasio announced plans to close Rikers Island.

New Local Law Provides Alternative to Criminal Court
New York City changed the rules on the enforcement of low-level crimes when, on June 13, 2017, the Council-passed Criminal Justice Reform Act became effective. The new local law adds a new civil summons in lieu of issuing a criminal summons returnable in criminal court.
