    Speed Up the Redesign and Modernization of Privately-Owned Public Spaces

    Over half the existing plazas and other public spaces located on private property lack the benches, vegetation, artwork, lighting and other amenities required by the City’s zoning code or promised by the developers in return for permission to build taller and larger buildings, as reported by Comptroller Scott Stringer in an April 18, 2017 audit. Stringer recommended more inspections by the Department of Buildings to bring these privately-owned public spaces (so-called “POPS”) into compliance. But there are two problems with Stringer’s recommendation: Buildings disagreed with the recommendation and does not plan more inspections; and the Department of City Planning, the agency that approves changes in the public spaces, lacks clear standards and takes too long to issue approvals.     DCP Initiates Public Review Procedure for Proposed Rezoning of East New York

    The proposal would create new affordable housing, public parks, and other community improvements.  On September 21, 2015, the City Planning Commission began the public review process for the Department of City Planning’s proposal to rezone several neighborhoods in Brooklyn.  The East New York Community Plan would invest in the improvement of the East New York, Ocean Hill, and Cypress Hills neighborhoods of Brooklyn—represented by Community Boards 5 and 16—by adding affordable housing and community resources that seek to boost the local economy and prevent the displacement of existing residents.

    Applicants in One Chase Manhattan Plaza Redesign Asked to Reconsider Proposal

    Project would alter the solid black-granite base to create retail storefronts, and make for a more inviting and accessible plaza. On May 5, 2015, the Landmarks Preservation Commission held a hearing on potential alterations to the individually landmarked One Chase Manhattan Plaza at 16 Liberty Street in Lower Manhattan. The designated site consists of a 60-story tower and associated two-and-a-half-acre plaza, designed by the firm of Skidmore, Owings & Merrill. The project was led by partner Gordon Bunschaft, the same team behind other City landmarks, including the Lever House and the Manufacturer’s Trust Building. The project was completed in 1964 as the headquarters for Chase Manhattan Bank, recently formed by a merger of Chase Bank and the Bank of Manhattan. (more…)

    City Planning Hears Permit Request for Redesigned Ladies’ Mile Residential Tower

    Through-lot building is opposed by Manhattan Borough President and Community Board 5. On February 4, 2015 the City Planning Commission held a public hearing on a proposed residential tower at 39-41 West 23rd Street in the Ladies’ Mile Historic District. The site is zoned M1-6 and is surrounded by commercial use buildings, but has been the subject of residential development attempts since 2006. (See previous CityLand coverage here and here.)

    Council Passes Streets Master Plan

    The Speaker’s bill looks to change the way the entire city shares the streets. On October 30, 2019, the City Council approved Intro 1557-A, a five-year comprehensive plan for city streets, sidewalks and pedestrian spaces. The bill was approved by a vote of 35 in favor to 9 opposed with two abstentions. The bill was first introduced by Speaker Corey Johnson on May 29, 2019, heard by the Committee on Transportation on June 12, 2019, and later amended and approved by the Committee on October 29, 2019.
