Governor Signs Hotel Conversion Bill to Create More Opportunities for Permanent Housing

The new legislation allows hotels to house residents on a more permanent basis, specifically addressing the lack of available housing in New York City. On June 7, 2022, Governor Kathy Hochul signed into law New York State Senate Bill S4937C. This affordable housing law allows hotels that are already authorized as Class B hotels to rent rooms for permanent residence purposes. State Senator Brian Kavanagh and Assemblymember Steven Cymbrowitz sponsored this bill.


Community Wants More Zoning Protections in Union Square South SD Expansion

Hotel special permitting fails to address other types of development in the Union Square South area. On January 22, 2020, the City Planning Commission held a public hearing on an application by the Department of City Planning for an expansion of the Special Union Square District, and the establishment of a special permit requirement for new hotel development in the expansion area.


City’s Airbnb Law Upheld

Broadway Hotel sued New York City claiming the Airbnb law was unconstitutional. The City served a summons on the Broadway Hotel on the Upper West Side of Manhattan for illegal transient occupancy. Landlord attempted to evict three HRA clients residing in single-room-occupancy facility. In 2013 the owners of a single-room-occupancy facility at 25 West 24th Street, Manhattan, entered into a memorandum of understanding with the Human Resources Administration to set aside 30 units for clients referred by the agency.
