    HRA Clients Get Rent Protection

    Landlord attempted to evict three HRA clients residing in single-room-occupancy facility. In 2013 the owners of a single-room-occupancy facility at 25 West 24th Street, Manhattan, entered into a memorandum of understanding with the Human Resources Administration to set aside 30 units for clients referred by the agency. The referrals would register their attendance automatically by swiping their HRA benefits card at the facility. The landlord submitted monthly bills to HRA, and could also collect additional money from referrals if their income exceeded $359 per month. Under the agreement, the landlord could not evict or remove a tenant without the approval of HRA, but if the tenant became a permanent resident under the provisions of the Rent Stabilization Code, having resided continuously at the facility for 30 days or longer, the tenant could only be removed by a warrant of eviction or other court order.     Planning Commission Approves Jackson Heights Rezoning for Eight-Story Retail and Commercial Building

    The City Planning Commission approved the construction of an eight-story mixed-use retail, community facility and office development in Jackson Heights. On May 24, 2017, the City Planning Commission issued a favorable report on an application from H & M LLC to facilitate the construction of a new mixed-use building with 219 accessory parking spaces at 74-04 Northern Boulevard in Queens’ Jackson Heights neighborhood. The application requested a zoning map amendment to change the project area from a C8-1 zoning district to a C4-3 zoning district, and a zoning text amendment to designate the project as a Mandatory Inclusionary Housing area.     Comprehensive Plan for Waldorf-Astoria Renovation Approved

    Plan would see some small additions, cleaning and restoration of facades, a new residential entrance, re-opening of historic interiors, and replacement of unsympathetic later elements. On April 25, 2017, Landmarks considered and approved applications to renovate the exterior and interior of the Waldorf Astoria Hotel at 301 Park Avenue in Midtown Manhattan. The 1931 Art Deco hotel’s exterior was landmarked in 1993, and continuous interiors on the first three levels were designated earlier in 2017. The iconic block-sized hotel has been acquired by Chinese investment firm Anbang, who have closed the hotel in anticipation of extensive renovations. The new owners intend to convert a substantial portion of the hotel to residential use. (more…)

    Airbnb Opposition Makes for Strange Bedfellows

    There are some things you can always count on here in New York: alternate side of the street parking, the subways always running (except when they’re not, like late nights and weekends), the Yankees making the playoffs (except when the Mets do) and landlords and tenants being diametrically opposed. Like Superman and Kryptonite, oil and water, landlords and tenants have always had one thing in common – a mutual distrust of one another.

    That is until now. For the first time in my memory, landlords and tenants are on the same side, working together, its mass hysteria. Or perhaps, it’s completely reasonable.

    What, you may ask, has brought these sworn enemies together? That answer is simple: Airbnb. Airbnb is the world’s largest online home sharing platform, allowing individuals to rent out their homes to strangers on a short-term basis. (more…)

    Legislation Proposed in NY State Assembly Would Put an End to Online Advertising of Illegal Short-Term Apartment Rentals

    Elected officials and affordable housing activists unite at State capitol in support of the legislation.  On February 24, 2016, 300 members and supporters of the Share Better coalition rallied at the State capitol in support of Assembly Bill A08704, which would ban most online listings advertising rental apartments for less than thirty days per renter. Bill A08704 was proposed to the State Assembly approximately one month after a report was released to the public that tends to show Airbnb released its site data to the public only after purging its site of more than 1,000 illegal temporary rental listings. The rally was held on the same day Airbnb issued a letter to the State legislature to reassure Assembly Members and Senators of the company’s commitment to working with the City in creating fair rules for operating the home-sharing network.
