The building conversion will bring 508 supportive and affordable residential units to DUMBO. On March 13, 2020, the City Council Subcommittee on Zoning and Franchises approved an application to facilitate the conversion of a 29-story former hotel building at 90 Sands Street. The building would be converted into a mixed-use residential use and community facility building with a future possibility for commercial use. To facilitate the conversion, the applicant, Breaking Ground, is proposing to rezone Brooklyn Block 87, which comprises of 90 Sands Street and 175 Pearl Street, from a manufacturing zoning district to a special mixed-use district that allows residential use and to designate the block as a Mandatory Inclusionary Housing area. Brooklyn Block 87 is bounded by High Street to the north, Sands Street to the south, Jay Street to the east, and Pearl Street to the west. The revised plans for the building show much thicker masonry as was suggested by Landmarks at previous hearing. On November 13, 2018, the Landmarks Preservation Commission voted to approve a certificate of appropriateness for the proposed demolition of an existing warehouse at 29-37 Jay Street and construction of a new 11-story office building, at the corner of Jay and Plymouth Streets within the DUMBO historic district in Brooklyn. The applicant team, represented by architect Jonathan Marvel, presented the revised plans for the building after listening to Landmarks Commissioners input at the hearing on September 25, 2018. Borough President is critical of the proposed residential upzoning as part of zoning changes to build an office building. On October 17, 2018, the City Planning Commission held a public hearing on an application for 29-37 Jay Street in the DUMBO neighborhood of Brooklyn. The applicant is the Foreman family, who have had a multi-generational history in DUMBO as manufacturers of decorative pressed metal products. The applicant was represented by Melanie Meyers of Fried Frank and Jonathan Marvel of Marvel Architects. The applicant is proposing to build an 11-story office building with a lobby and three retail stores on the ground floor, at the corner of Jay and Plymouth streets. The proposed building would be 148 feet tall, without a setback, and an approximate 189,000 square feet. (more…)

Landmarks Preservation Commission sends applicants back to the drawing board. On September 25, 2018, the Landmarks Preservation Commission held a public hearing on an application for a certificate of appropriateness to demolish an existing 2-story brick warehouse building located at 29-37 Jay Street, at the northeast corner of Jay and Plymouth Streets in Brooklyn, within the DUMBO Historic District. The application calls for a proposed new 11-story office building at the location made almost entirely with glass. Marker celebrates importance of manufacturing history of the district. On August 24, 2018, the Landmarks Preservation Commission, the New York Landmarks Preservation Foundation, and the DUMBO Neighborhood Alliance, announced a historic district marker to promote and commemorate the 2007 designation of the DUMBO (Down Under the Manhattan Bridge Overpass) Historic District. The marker is located mid-block on Jay Street, between Water and Plymouth Streets, highlighting the boundaries of the district and its historic importance.
