Since taking office in January 2006, Manhattan Borough President Scott Stringer has set land use policy and community board reform as priorities.

Manhattan’s Toy Center to become apartments

Rezoning will allow Chelsea’s International Toy Center to be converted for residential use. 200 Fifth, LLC applied to rezone 200 Fifth Avenue and 1107 Broadway in Chelsea, Manhattan, to allow conversion of manufacturing/commercial buildings to residences with an expected 500 units. Community Board 9 and Columbia University presented different rezoning plans for Manhattanville. At the Planning Commission’s review session on October 1 7, 2005, the Commission determined that Manhattan Community Board 9’s independent 1 97-a plan for the future rezoning and development of Manhattanville met threshold standards. City Planning Commission Votes to Approve City of Yes for Economic Opportunity Amendment

On March 6, 2024, the City Planning Commission voted to approve the City of Yes for Economic Opportunity zoning text amendment. The amendment, the second of Mayor Eric Adams’ three City of Yes proposals, is a collection of eighteen changes to the zoning text designed to remove obstacles for small businesses looking to expand and create more vibrant streetscapes. 


Governor Announces $514k Settlement Against Landlord for Overcharging Rent

On February 14, 2024, New York State Governor Kathy Hochul announced a settlement of $514,000 by New York State Homes and Community Renewal Tenant Protection Unit (TPU) against Manhattan landlord Steven Croman of Centennial Properties for unlawfully defrauding renters. Croman was found guilty of engaging in a scheme to lease regulated units for less than one or two years which in turn made apartments unavailable for New Yorkers in search of safe, stable housing.
