The new buildings will provide affordable housing, space for businesses, and social services from partnering non-profits in the Clinton/Hell’s Kitchen community. On February 13, 2019, Department of Housing Preservation and Development Commissioner Maria Torres-Springer announced the selection of development teams to build approximately 260 affordable housing units on two City-owned sites in the Clinton and Hell’s Kitchen neighborhoods of Midtown Manhattan. The sites were identified for development into affordable housing through the Hudson Yards Plan, a comprehensive proposal to develop Manhattan’s Far West side. The two developments were approved following HPD’s Clinton/Hell’s Kitchen request for proposal (RFP) for the two sites. One building will be located at 806 9^th Avenue (the Ninth Avenue site) and the other building will be located at 705 10^th Avenue (the Tenth Avenue site).

New 12-million gallon sewage storage facility to be built. The Department of Environmental Protection and the Department of Citywide Administrative Services sought approval of a 3.6-acre site selection for a combined sewage overflow storage facility to reduce stormwater sewage discharge emitted into Westchester Creek. The development required Commission approval for the site selection, acquisition of 155,900 sq.ft. of land and a special permit allowing the sewage facility in a residentially-zoned area of the Bronx.

The site is located along an unmapped street in the southwestern portion of the Bronx Psychiatric Center, roughly bounded on the north by Waters Place, east by Eastchester Road and west by Industrial Place. The sewage facility would include a two-story operation building, with air treatment and mechanical facilities, and a 25- foot deep underground storage tank, 348 ft. by 170 ft. in dimension. (more…)

Council received extensive testimony and differing perspectives on Borough Based Jails. On September 5, 2019, City Council’s Subcommittee on Landmarks, Public Siting and Maritime Uses held a public hearing regarding the City’s application to close Rikers Island and create a Borough Based Jail System. The proposed sites are 124-125 White Street in Manhattan, 745 East 141^St Street in the Bronx, 126-02 82^nd Avenue in Queens and at 275 Atlantic Avenue in Brooklyn.

Borough based jail proposal moves to City Council. On September 3, 2019, the City Planning Commission approved the Department of Corrections, the Mayor’s Office of Criminal Justice, and the Department of Citywide Administrative Services’ application for a special permit to create a borough-based jail system with modifications. The application passed by a 9-3 vote with Commissioners Alfred C. Cerullo III, Orlando Marin and Raj Ramphershad voting against the proposal.

City reduced projected number of beds to 4,600 but did not amend application at time of hearing. On July 10, 2019, the City Planning Commission held a public hearing for the City’s application for four borough-based jails as a part of the City’s plan to shut down Rikers Island. The application proposes four new jails at 124-125 White Street in Manhattan, 745 East 141^st Street in the Bronx, 126-02 82^nd Avenue in Queens, and at 275 Atlantic Avenue in Brooklyn. The new jails will allow the City to shut down operations on Rikers Island and work toward the City’s goal of reducing the City’s jail population.
