On February 8, 2023, the Department of Parks and Recreation announced the ribbon-cutting of the newly renovated Gerard P. Dugan Playground in New Dorp, Staten Island. The playground is located in the middle of the block with Isernia Avenue to the north, Tysens Lane to the south, Mill Road to the west and Weed Avenue to the east. Parks Commissioner Sue Donoghue was joined by Staten Island Borough President Vito Fossella, Council Member David Carr, community members, and students and representatives from the St. Charles School for the ribbon cutting. City Council votes to create the City’s latest Business Improvement District on Staten Island. On April 5, 2017, the City Council voted 50-0 to approve the Department of Small Business Services’ application to create the New Dorp Business Improvement District for Staten Island’s New Dorp neighborhood. The BID will consist of properties along New Dorp Lane and adjacent commercial streets between Hylan Boulevard and Richmond Road. The proposed BID contains 146 properties and 180 businesses, most of which are small and family-owned companies. (more…)

UPDATE: The City Council’s Committee on Finance has scheduled a public hearing for the New Dorp Business Improvement District for February 15, 2017. The hearing will be held in the Committee Room at City Hall at 10:00 AM, and will be chaired by Council Member Julissa Ferreras-Copeland.

Proposal encompasses 180 businesses, 30 residential units and two government-owned properties. On January 4, 2016, the City Planning Commission approved the Department of Small Business Services’ plan to create the New Dorp Business Improvement District for 180 businesses in Staten Island’s New Dorp neighborhood. Items at issue included a former retirement community for sailors, a Colonial-era stone farmhouse, a lighthouse, and the Vanderbilt family mausoleum. On October 22, 2015, the Landmarks Preservation Commission held the second of four special hearings to address the backlog of items calendared before 2012 but never brought to a vote on designation. The hearing consisted of three batches, of seven to eleven items each, all located in Staten Island. Twenty-six items in total were considered at the hearing. (more…)

Amendment restricts residential- only development in commercial districts. The City Council rezoned three areas of Staten Island and approved a text amendment to insure lower density commercial development in portions of the borough. The three areas rezoned are located along Castleton Avenue, New Dorp Lane, and Arthur Kill Road.
The Planning Department initiated the rezoning proposals and text amendment in response to recommendations made by the Staten Island Growth Management Task Force. After finding that Staten Island’s commercial areas were overdeveloped with residentialonly projects, the task force identified three main goals: discouraging inappropriate residential development, encouraging appropriate commercial development, and encouraging Staten Island’s legacy of town centers.
The approved Castleton and New Dorp Lane actions primarily replaced C4-2 districts with R3-2 districts, including commercial overlays on a total of 14 blocks. The actions also preserved the neighborhoods’ character by limiting purely commercial buildings to two stories, prohibiting ground floor residential units, and setting a 35-foot maximum height for mixed-use buildings.
