    City claimed condemned property designated as wetlands was overvalued at $10 million. In 1985, seven acres of property covering six blocks in the Oakwood Beach section of Staten Island was donated to a yeshiva. The yeshiva’s plans for the property included development of a school and synagogue. Due to fiscal setbacks and a freshwater wetland designation, the yeshiva in 1991 sought and the City approved a hardship exemption in development of the planned school and synagogue.     Council Members Raise Concerns of Climate Change and Government Takings at East Shore Rezoning Hearing

    The proposed rezoning is intended to address high flood vulnerabilities on the East Shore by limiting future developments to low density buildings.  On September 5, 2017, the City Council’s Subcommittee held a hearing and voted 4-0 to approve the City Planning Department’s application to create a special zoning district on the coastal areas of Staten Island. The zoning map amendment and zoning text amendments would cover portions of the Oakwood Beach, Graham Beach, and Ocean Breeze neighborhoods. The rezoning would limit future development in these highly flood vulnerable areas. The proposal area matches the State’s designated area for its Buyout Program.     City Planning Approves Restriction on Developments on East Shore to One-Family Residences

    The City Planning Commission approved a plan to limit development in the flood zone of the East Shore to improve resiliency of the community. On August 9, 2017, the New York City Planning Commission issued a favorable report on the City Planning Department’s application to create a special zoning district on coastal areas of Staten Island. The zoning map amendment and zoning text amendments would cover portions of the Oakwood Beach, Graham Beach, and Ocean Breeze neighborhoods. The rezoning would limit future development in these highly flood vulnerable areas. (more…)
