    Mayor Expands Outdoor Dining Through October 31st

    The program will allow for outdoor dining until October 31st. As part of the City’s efforts to reopen and protect New Yorkers during the COVID-19 pandemic, earlier this month the City announced an expansion of outdoor dining options in connection with the Open Streets program. (more…)

    Amended Design for Redevelopment of Former Waterfront Sugar Factory Approved

    Replacement of river-facing façade with new contemporary sculptural design changed to incorporate more masonry. On March 24, 2015, the Landmarks Preservation Commission voted to approve a proposal for altering the north façade and construction of a rooftop addition to a late 19th-century sugar factory at 10 Jay Street in the DUMBO Historic District. The factory was heavily altered in the 1940s, with a portion of the building including the original north façade demolished. A new exterior wall was built and clad in stucco, and the three remaining original brick facades were also covered over with stucco. The exteriors of the existing original facades would be restored as part of the development.

    Proposal for Former Sugar Refinery on Waterfront Divides Commission

    Plan would replace existing, non-original, facade facing East River, with sculptural contemporary facade of glass and metal. The Landmarks Preservation Commission considered an application on February 3, 2015, for the renovation of an 1898 factory building at 10 Jay Street in the DUMBO Historic District. The building, originally built to process coffee, and later converted to a sugar refinery, was substantially altered in the 1940s, with approximately half the building demolished. The proposal would include the construction of a new contemporary facade at the northern river-facing side of the building, created by the demolition. The applicants intend to repurpose the building for residential use, with ground-floor retail.

    HDC Defends NYC Landmark Preservation

    Last week CityLand published a Guest Commentary from Steven Spinola, President of REBNY.  Simeon Bankoff, Executive Director of the Historic Districts Council submitted this commentary in response. 

    In his recent editorial in CityLand, Steven Spinola, the longtime President of the Real Estate Board of New York, suggested a number of ways which the Landmarks Law needs to be reformed to adhere to its “spirit.”  This is a curious statement that warrants further examination.  In  Section 25-301(b) of the Administrative Code, the purpose of the law is clearly set out to protect and preserve the historic buildings and neighborhoods of New York City in order to stabilize and improve property values, foster civic pride, enhance tourism, strengthen the City’s economy and generally promote the use of landmarks for the education, pleasure and welfare of the public.
