Elected officials, affordable housing advocates, and preservationists speak on historic preservation’s impact on New York City’s affordable housing shortage. On September 16, 2014, The Milano School of International Affairs, Management, and Urban Policy at The New School hosted a panel discussion on New York City’s affordable housing shortage and historic preservation. The discussion was co-presented by the Historic Districts Council and the Greenwich Village Society for Historic Preservation. The panel featured Manhattan Borough President Gale Brewer, Council Member Rosie Mendez, Harvey Epstein, Director of the Community Development Project at the Urban Justice Center, Nadine Maleh, Director of the Inspiring Places program at Community Solutions, and Rachel Meltzer, Assistant Professor of Urban Policy at The New School. The discussion was moderated by Andrew Berman, Executive Director of the Greenwich Village Society for Historic Preservation.

The procurement policy board, which makes the contracting rules for the City of New York, recently adopted rules that will make it easier for the City to manage how it purchases goods and services. The most important rule in terms of large purchases will allow the City to award competitively-bid contracts for goods and services based on price plus previously announced best value considerations. Before, contracts for goods and services had to be awarded solely on price. The second rule affects small purchases. The new rule ups the dollar limitation for micro purchases from $5,000 to $20,000, which will ease the City’s burdens when making small dollar purchases. The third change is actually a series of changes all designed to speed up the huge volume of human service contracts entered into by the City. (more…)

Controversial Bushwick development project questioned on affordable housing goals in public hearings. On December 10, 2013, the full City Council voted 48-1 to rezone six blocks in Bushwick, Brooklyn, in order to allow the development of ten mixed-use developments. The rezoning area is bounded by Bushwick Avenue, Flushing Avenue, Melrose Street, Stanwix Street, and Forrest Street. Council’s Committee on Land Use voted 18-1 and Land Use Subcommittee on Zoning and Franchises unanimously voted 10-0 to approve the project. Council Member Charles Barron voted in the negative at the Stated Meeting and Land Use Committee meeting, citing concerns about housing affordability. (more…)

Carol Clark
Carol Clark, Assistant Commissioner for Land Use and Local Governmental Affairs with the New York City Department of Housing Preservation and Development, serves as one of the agency’s vital ambassadors to the City Council. The Council must review HPD’s affordable housing development initiatives that involve the disposition of City-owned properties or the grant of tax exemptions. Clark arrived at HPD ten years ago with an extensive background in architecture, historic preservation, planning, and real estate development.
Architectural base. Clark grew up in the suburbs outside Detroit, Michigan. As a child on family trips to the city, she was captivated by the architecture of downtown Detroit’s skyscrapers. Clark’s interest in architecture led her to study architectural history at the University of Michigan. As an undergraduate, Clark became aware of the emerging efforts to restore and adaptively reuse historic buildings. When Clark learned that Columbia University offered the nation’s first graduate program in historic preservation, she knew a move to New York City would soon follow. Columbia accepted Clark, and she moved to the City in 1975. (more…)
