In March 2015, the City Planning Commission announced a proposal called Zoning for Affordability and Quality, which broadly calls for three principal changes in the current citywide zoning resolution. The plan proposes to change and enlarge definitions of senior housing to include more types of housing providers than currently permitted. It also proposes to increase buildable space for senior housing in some instances. The proposal also seeks to lessen or some instances no longer mandate parking requirements for designated affordable housing units or senior housing based on their proximity to mass transit. Finally, the proposal recommends raising the streetwall and building height limits from 10 – 20% within medium- and high-density contextual residential zones. The agency rationale for the proposal is to provide better development opportunities within the city which more fully utilize sites full allowable bulk. The agency further explains that by loosening building envelope and parking regulations especially for senior and quality housing developments, more housing inventory will be created to help address the city’s need for these kinds of housing. The City Planning Commission is accepting comments on the draft scope of the environmental review for the proposal until April 30 2015 and, according to the agency’s projected timelines, hopes to bring the final proposal forward for public review and discussion in the early Fall.

The project was approved by City Planning despite opposition from the Community Board, Borough President, and the local Council Member. On October 20, 2014 the City Council Subcommittee on Zoning and Franchises will hold hearings on the proposed Astoria Cove mixed-use development project. The project, designed by Alma Realty, is the first project subject to Mayor de Blasio’s mandatory inclusionary zoning housing requirement. Despite the requirement, the project has faced opposition from community groups and elected leaders arguing the designated affordable units are too expensive for current Astoria residents.

New York City: Largest Ice Sport Center Approved in the Bronx.

On December 10, 2013, the City Council voted 48-1 to turn the Kingsbridge Armory, currently a vacant landmark, into an ice sports center. The $275 million development project by KNIC Partners, LLC will feature nine ice rinks and approximately 64,300 sq. ft. of related program space, including a wellness and off-ice training center, curling rinks, and locker and equipment storage. The development plan also includes 58,100 sq. ft. of concession and retail space, approximately 50,000 sq. ft. of community facility space, and an accessory parking garage containing 457 spaces. The ice center is projected to attract two million visitors yearly and create nearly 180 permanent living wage jobs, and 890 construction jobs. The decision to demolish Penn Station nearly 50 years ago haunts New York City today as we grapple with the need to expand our rail transit capacity in the 21st century. The current version of Penn Station, pinned beneath Madison Square Garden, is not merely an unsightly and unwelcoming entrance to our City, it is an overburdened facility that is incapable of being expanded with Madison Square Garden at its current location. That is why I am convinced that Madison Square Garden must move.
Ensuring that Penn Station could be modernized to meet future transit demands was the key issue facing my office when we recently reviewed Madison Square Garden’s request for a permit in perpetuity to continue operating in its present location. After an intensive review, I endorsed a 10-year permit and also recommended that we begin steps to relocate Madison Square Garden to a nearby site to pave the way for a badly-needed expansion of Penn Station. Fifty years ago, the station accommodated 200,000 daily passengers. Today it serves over 650,000—and the total will swell in future years.
