Before reaching the City Council, the project received mixed support over concerns that the area was ill-equipped for the increased density. On June 26, 2019, City Council voted to approve with modifications an application that would help implement a major City-initiated plan to redevelop Staten Island’s Bay Street Corridor, which connects the St. George, Tompkinsville, and Stapleton neighborhoods. The comprehensive plan will redevelop the Bay Street Corridor into a walkable, transit-oriented community that provides housing, jobs, and local businesses. The plan had been in the making for over four years and is the result of a coordinated effort among various City agencies and the community. The development is projected to bring 1,000 new jobs, 1,300 new affordable homes, investments in parks, schools and sewers, and a new recreation center. To help implement the plan, the Department of City Planning, the Department of Administrative Services, and the Department of Housing Preservation and Development brought several actions subject to the public review process, ULURP. The proposed zoning actions were largely disapproved by the Community Board, the Borough President, and even Staten Island’s appointee to the City Planning Commission. The Department of City Planning, along with the Department of Housing Preservation and Development and the Department of Citywide Administrative Services filed an application requesting several ULURP actions to help implement the goals of the Bay Street Corridor Neighborhood Plan. The Neighborhood Plan is a comprehensive plan to foster a new mixed-use residential and commercial corridor connecting the St. George, Stapleton and Tompkinsville North Shore neighborhoods of Staten Island. The plan was developed with extensive input from community stakeholders, local advisory committees, elected officials and others, working with the Department of City Planning and other City agencies including the Parks Department, the Economic Development Corporation, the Department of Environmental Protection, and Department of Transportation, for over three years. On November 25, 2019, the Center for New York City Law welcomed New Yorkers for Parks back to New York Law School for another installment of Open Space Dialogues. The event was kicked off by Executive Director of new Yorkers for Parks Lynn B. Kelly, with welcoming remarks by Center for New York City Law’s Associate Director Brian J. Kaszuba, Esq. The topic of the evening was “Neighborhoods Facing Change.”

On March 21, 2023, the Department of Housing Preservation and Development announced the start of a community visioning process for the development of affordable housing and neighborhood amenities at 539 Jersey Street in the St. George neighborhood of Staten Island. The 115,000 square foot site, currently a garage for the Department of Sanitation, will be transformed to better serve the neighborhood. (more…)

The project is in the area of the Bay Street Corridor Plan. On October 13, 2021, the Department of Housing Preservation and Development announced the development team for the Stapleton Site A project. The city-owned site located south of Hannah Street in Stapleton, Staten Island, will be transformed into a mixed-use development with 100 percent affordable housing. The site is currently a vacant lot. (more…)
