The stunning 79-page federal complaint and arrest of Joseph Percoco and seven others by United States Attorney Preet Bharara focused on bribery and extortion, but the complaint also revealed a callous disregard of State conflicts of interest and procurement rules. These allegations were as serious as the federal criminal charges.
Carolyn Lisa Miller was born in Manhattan and raised in Edison, New Jersey. After graduating from Princeton University in 1992 with an English degree, she earned a JD from Columbia Law School in 1995. Miller has worked almost exclusively as a government attorney since she graduated law school.
The proposed reformations increase transparency and community involvement, and impose new safeguards to protect against systemic abuse. On July 8, 2016, Mayor Bill de Blasio proposed a series of reformations to the procedures used in removing limitations on potential uses, or deed restrictions, from formerly City-owned property.
