Carolyn Lisa Miller: Executive Director of the New York City Conflicts of Interest Board

Carolyn Lisa Miller was born in Manhattan and raised in Edison, New Jersey. After graduating from Princeton University in 1992 with an English degree, she earned a JD from Columbia Law School in 1995. Miller has worked almost exclusively as a government attorney since she graduated law school.

Conflicts Board Adopts New Rules on Post-Employment Restrictions and Gifts

On October 8, 2020, the Conflicts of Interest Board adopted new and important changes to its post-employment rules that restrict former City employees from contacting their former City agencies. The Board, in addition, on May 21, 2021, adopted rules relating to the acceptance of gifts by City employees in certain recurring situations. This article examines these new rules.

Community Board members may vote on large area rezonings

Community Board members sought advice from Conflicts of Interest Board. Nine members of Community Board 7 in Queens sought an opinion from the Conflicts of Interest Board as to whether they could vote on the Planning Department’s 310-block rezoning proposal for Whitestone, Queens in light of their home ownership in the proposed rezoning area.
