    Historic Buildings Identified as Potential Landmarks ahead of East Harlem Rezoning

    Potential individual landmarks added to the Commission’s calendar include two schools and a former meat packing plant. On November 14, 2017, Landmarks voted to add three items in East Harlem to its calendar for consideration as individual City landmarks. The three buildings are: The Richard Webber Harlem Parking House, at 207 East 109th Street; the former Public School 109, at 215 East 99th Street;  and the former Benjamin Franklin High School, at 260 Pleasant Avenue. The identification of the properties were done through a survey undertaken as part of a comprehensive plan to bring affordable housing and other public benefits to East Harlem. (more…)

    Council Passes Contentious Pfizer Sites Rezoning in Williamsburg

    City Council Subcommittee on Zoning and Franchises Meeting. October 24, 2017.

    A former Pfizer factory site in South Williamsburg will be developed into a mixed-use building and public plaza. On October 31, 2017, the City Council passed the Pfizer Sites Rezoning land use actions by a vote of 38-6. The zoning map and text amendments will convert the former Pfizer factory site, currently used for parking, into a mixed-use building and plaza. The project area, totaling 182,366 square feet, is bounded by Walton Street to the north, Gerry Street to the south, Harrison Avenue to the east, and Union Avenue to the west. The proposed development includes 1,146 housing units, 62,810 square feet of commercial space, and 26,000 square feet of public open space. For CityLand’s prior coverage on the matter, click here.

    City Planning Approves Bronx Waterfront Rezoning That Could Create Over 1,000 New Residential Units

    The City Planning Commission approves the rezoning of five-acres on the waterfront of the Harlem River. On August 23, 2017, the City Planning Commission approved an application by the New York City Economic Development Corporation to establish a Special Harlem River Waterfront Subdistrict for future development in the Bronx. The application included the sale of city-owned property to the Development Corporation, a zoning map and text amendment, and a special permit to reduce parking requirements. (more…)

    City Council Approves Downtown Far Rockaway Rezoning

    City Council approved a 22-block rezoning of Downtown Far Rockaway, Queens. On September 7, 2017, the City Council approved a large-scale rezoning and development plan for Downtown Far Rockaway by a vote of 46-0. The resolutions will create a Special Downtown Far Rockaway district, a Mandatory Inclusionary Housing area, and an Urban Renewal Area. $288 million has been secured to grant amenities this community has been requesting for over 40 years.     Council Members Raise Concerns of Climate Change and Government Takings at East Shore Rezoning Hearing

    The proposed rezoning is intended to address high flood vulnerabilities on the East Shore by limiting future developments to low density buildings.  On September 5, 2017, the City Council’s Subcommittee held a hearing and voted 4-0 to approve the City Planning Department’s application to create a special zoning district on the coastal areas of Staten Island. The zoning map amendment and zoning text amendments would cover portions of the Oakwood Beach, Graham Beach, and Ocean Breeze neighborhoods. The rezoning would limit future development in these highly flood vulnerable areas. The proposal area matches the State’s designated area for its Buyout Program.
