On May 28, 2008, the New York City Department of Buildings announced new procedures for erecting and dismantling tower cranes. The new procedures require an engineer to submit written plans that detail the erection and dismantling procedure for each and every crane he or she intends to use for construction. Upon Buildings’ approval, the engineer must then certify that he or she has inspected the crane installation, that there are no hazardous conditions at the site, and that the work is to be performed according to the plans that Buildings previously approved.

The new office would advocate for New Yorkers who struggle with utility companies, but some question if another office is necessary. On June 30, 2022, the City Council’s Committee for Consumer and Worker Protection held an oversight hearing to discuss recent utility rate hikes and Int. 372-2022, a bill that would establish an Office of the Utility Advocate within the Department of Consumer and Worker Protection (DCWP). On October 7, 2020, Mayor de Blasio announced that the SoHo/NoHo Neighborhood Plan will advance to the City’s public land use review process. The purpose of the Neighborhood Plan is to expand housing opportunities for New Yorkers, support cultural and economic success in the area, and reduce regulatory burdens on residents and workers in the area. Questions about transient use and multiple dwelling law linger after City and Airbnb’s settlement. On June 12, 2020, Mayor Bill de Blasio and Airbnb announced a settlement of their lawsuit regarding Local Law 146 of 2018. Local Law 146 of 2018 requires users of short-term rental platforms, like Airbnb, to file reports with the City detailing individual host and transaction information. In their initial filings, Airbnb and the other associated parties expressed concern about data storage, sharing and privacy, claiming the local law violated the First and Fourth Amendments of the United States Constitution, the Stored Communications Act and the New York State Constitution. Airbnb was awarded a preliminary injunction for their claims on January 3, 2019. This newly announced settlement between involves Airbnb dismissing the lawsuit against the City and agreeing to provide the City the specified host and transaction information, in the manner described by the settlement’s prospective local law. It is important to note that the settlement is premised on the actual adoption of the new law governing short-term rental reporting. The City Council Committee on Housing and Buildings held a public hearing on the proposed bill amendments on June 17, 2020. The Mayor’s Office of Special Enforcement testified but there were no questions or comments.

A former Pfizer factory site in South Williamsburg, Brooklyn will be redeveloped into 1,146 housing units, 62,810 square feet of commercial space, 26,000 square feet of publicly accessible open space, and 404 parking spaces. On September 19, 2017, the City Planning Commission issued a favorable report on land use applications by Harrison Realty LLC. The land use applications include: (1) a zoning map amendment to change the current manufacturing district into a residential district with a commercial overlay, and (2) a zoning text amendment to establish a Mandatory Inclusionary Housing area on the site.
