    Ebenezer Plaza Approved by City Council

    City Council approved the development of Ebenezer Plaza that will bring affordable housing, jobs, and a new church space to Brownsville, Brooklyn. On September 7, 2017, City Council passed two land use actions by a vote of 45-0 to allow for the development of a mixed-used plaza in Brownsville. The actions enact a zoning map amendment that allows mixed-use development, and a zoning text amendment that establishes a Mandatory Inclusionary Housing area. The affected area is located north of Hegeman Avenue between Mother Gaston Boulevard and Powell Street. For CityLand’s prior coverage click here.

    The project came to fruition when the Church of God of East Flatbush partnered with Brisa Builders Corporation, a family-owned and community-oriented developer, to create a mixed-use plaza on some property owned by the Church. Brisa Builders then partnered with Procida Companies to increase the project’s capacity. The new plaza is expected to contain 4 affordable residential buildings on 2 lots, retail space marketed to local community organizations, and new walking space between existing residences and the Brownsville Recreational Center.     Jumaane Williams, with a strong background as a community organizer, was elected to the City Council in 2009 to represent the 45th Council District which covers the Flatbush, East Flatbush, Flatlands, and parts of Midwood and Canarsie neighborhoods of Brooklyn. In his work prior to and as a City Council Member, Jumaane Williams has displayed a passion for community issues like combating gun violence, youth development, tenant advocacy and affordable housing. He plans to run to replace Melissa Mark-Viverito as Speaker of the City Council at the end of her term, and if successful, he would be the first Council Speaker from Brooklyn since the passage of the 1989 Charter.     City Planning Approves Ebenezer Plaza; City Council Next to Consider

    The City Planning Commission approved the construction of “Ebenezer Plaza” which will contain two new mixed-use buildings with 531 affordable dwelling units, commercial space and a new house of worship for the Church of God of East Flatbush. On July 12, 2017, the City Planning Commission issued a favorable report on a joint application from Brownsville Linden Plaza LLC. The application requested four zoning map amendments and a zoning text amendment to designate the project as a Mandatory Inclusionary Housing area. The map amendments will upzone two blocks in the Brownsville neighborhood of Brooklyn. The project area is bounded by Mother Gaston Boulevard to the west, Powell Street to the east, New Lots Avenue to the north, and Hegeman Avenue to the south. (more…)

    Three Affordable Housing Projects Approved by Land Use Committee with Measured Disapproval

    The City Council’s Land Use Committee approved three projects in Brooklyn with varying forms and degrees of affordable housing. On April 20, 2017, the Land Use Committee voted to approve three new projects with some dissent registered. During the meeting, Council Member Jumaane Williams remarked that as a body the City Council was presenting two faces. One face to the public in discussing homelessness and affordable housing, and another face when voting on projects “that do nothing to help homelessness or provide real affordability.” He argued that the public would be outraged if it really knew what types of projects were being approved by the City Council.     New Bill by Council Member Gentile Takes Aim at Illegal Home Conversions

    Proposal imposes steep fines on bad actors, and helps Buildings inspectors gain premises access. On June 21, 2016, New York City Council Members Vincent J. Gentile, Jumaane D. Williams, and Barry S. Grodenchik introduced legislation that would impose high penalties on bad actor landlords and equip the Department of Buildings with means to gain entry into suspected illegal conversion sites. This bill was developed with the support of Brooklyn Borough President Eric Adams, after a November 2014 fire in an illegal unit above a Flatbush church killed an individual and injured 16 others, destroying the building.
