    City Council Committee Searches for Green Roof Standards and Impetus

    City Council’s good faith attempt to provide standards for green roofs falls short. On October 28, 2016, the City Council’s Committee on Environmental Protection held a hearing regarding Introduction 0835-2015, which would amend the building code to establish standards for the selection, installation and maintenance of plants for green roof systems. The proposed legislation would incorporate into the building code a manual by the American Society for Testing and Materials, ASTM E 2400, which offers fluid guidelines and non-distinct recommendations on green roof planting and maintenance.

    New York City is a prime example of the urban heat island effect which is defined as a metropolitan area that is significantly warmer than surrounding rural areas due to human activities. The primary cause of this effect is the accumulation of infrastructure. Dark surfaces, like asphalt, absorb significantly more solar radiation, and concrete and other building materials used in the construction of buildings and roofs commonly have significantly higher thermal bulk capacity. The heat effect is only secondarily a result from heat generation by a City’s inhabitants. (more…)

    City Planning Commission Approves Plans to Build Socrates Sculpture Park

    The site has been operating as an open public space for use by local artists and community members since 1986. On April 13, 2016, the City Planning Commission adopted a resolution to approve the amending of the City Map to include the Socrates Sculpture Park, located at 32-01 Vernon Boulevard in the Long Island City neighborhood of Queens. The site has been functioning effectively as a public park for local artists and community members for thirty years, and its memorialization on the City Map as official parkland would protect its existence in perpetuity.

    City Planning Commission Hears Testimony on Proposed Greater JFK Industrial BID

    The proposed IBID’s geographic boundaries do not include the JFK airport itself, which ensures it would serve the needs of the surrounding off-airport community. On April 13, 2016, the City Planning Commission held a public hearing on the New York City Department of Small Business Services’ application to create the Greater JFK Industrial Business Improvement District, or IBID, located in Springfield Gardens, Queens. Though the proposed IBID would be the largest IBID in the City, it purposefully does not include within its boundaries the John F. Kennedy International Airport itself, which would ensure the needs of the off-airport community at-large remain the focus of the IBID’s efforts.

    The Queens Midtown Tunnel is 75 years old!

    November 15, 2015 marked the 75th anniversary of the opening of the Queens Midtown Tunnel. The tunnel is an indispensable link between Manhattan and Queens, the Long Island Expressway, and JFK and LaGuardia airports. Its four lanes carry 80,000 vehicles a day. Few drivers in these 80,000 vehicles, however, were likely among those breaking open champagne bottles in celebration. Drivers are more concerned with getting in the tunnel, creeping through the tunnel, and getting out at the other end, at a toll of $8 per trip.

    Department of City Planning Permanently Moves Central Office and Manhattan Borough Office

    All land use applications and general inquires will be handled at new address; the City Planning Commission, however, will continue holding public meetings at 22 Reade Street. As of November 23, 2015, the Department of City Planning is no longer conducting its operations at 22 Reade Street in the Civic Center neighborhood of Manhattan.
