Questions raised about Planning Commission’s authority when reviewing landmark designations. On November 16, 2011, the City Planning Commission approved Landmarks’ designation of the Borough Hall Skyscraper Historic District in downtown Brooklyn. The district comprises 21 buildings along Court, Montague, Remsen, Joralemon, and Livingston Streets, and is within the boundaries of the Special Downtown Brooklyn District established by the City in 2001.
At Landmarks’ public hearing on the proposed district in February 2011, residents of a co-op building at 75 Livingston Street and representatives from the Real Estate Board of New York and the Court-Livingston- Schermerhorn Business Improvement District testified in opposition. They argued that the historic district would have a negative financial impact on the neighborhood and included buildings unworthy of Landmarks’ protection. Elected officials including Brooklyn Borough President Marty Markowitz and local Council Member Stephen Levin supported the historic district’s establishment, but asked Landmarks to remove 75 Livingston Street. Elected officials and business community expressed concerns about proposed twenty-building district. On December 14, 2010, Landmarks heard testimony on the proposed Borough Hall Skyscraper Historic District in downtown Brooklyn. The district would include approximately twenty properties along Court, Montague, Remsen, Joralemon, and Livingston Streets. The proposed district is characterized by large commercial buildings in a range of architectural styles including the 35-story Montague-Court Building at 16 Court Street, the 32-story Brooklyn Chamber of Commerce Building at 75 Livingston Street, and the thirteen-story Temple Bar Building at 44 Court Street. Many of the buildings were constructed in the late 19th and early 20th centuries following New York City’s consolidation and at a time when speculators believed downtown Brooklyn would become a financial and commercial center to rival lower Manhattan. Landmarks calendared the proposed district in October 2010.
At a hearing, Brooklyn Borough President Marty Markowitz spoke in support stating that the district was a “monument to the borough’s history.” Markowitz, however, asked Landmarks to exclude 75 Livingston Street, which is now a residential co-op, from the district. He said the tenants opposed designation because it would add onerous fees and complicate a planned renovation. Representatives of Assembly Member Joan Millman and local Council Member Steven Levin also recommended that Landmarks exclude 75 Livingston Street. Comprised of Battery Park City, the Financial District, South Street Seaport, and Tribeca, the neighborhoods of Manhattan Community Board 1 are in the midst of a period of tremendous growth and development. New apartment buildings are bringing thousands of new residents to the district. At the same time, large redevelopment projects, such as the World Trade Center, promise to return millions of square feet of office space along with expanded retail and cultural spaces. Under the leadership of Julie Menin, Community Board 1 is working hard to “bring a holistic approach” to development, one that takes into account the community’s needs. CityLand talked to Menin about the important issues facing Lower Manhattan and how the Board is preparing for the future.
A Rising Voice. Menin grew up in Washington D.C. and first moved to the City to attend Columbia University. After obtaining a political science degree, she studied law at Northwestern University, and then moved back to D.C. to begin her career. In 2000, after eight years as a regulatory lawyer, Menin left her practice and opened Vine, a restaurant located on Broad Street across from the New York Stock Exchange. After 9/11, her business, like so many others in the downtown area, suffered economically. Menin said Vine and eight other businesses on Broad Street ultimately closed, in part due to new security measures that closed the street. (more…)

Located in a low-density area with few affordable homes, the four proposed apartment buildings would require a controversial rezoning. On September 7, 2022, the City Council Subcommittee on Zoning and Franchises held a public hearing to discuss a proposed rezoning in Throggs Neck, Bronx. If the rezoning is approved by the City Council, developer Throggs Neck Associates, LLC will construct four mixed-use apartment buildings at four different sites off the Bruckner Expressway. The project area is bordered by Bruckner Expressway to the south, Crosby Avenue to the east, Balcom Avenue to the west, and Meyers Street to the north. (more…)

I was motivated to respond to an article by Robert Kuttner on The American Prospect website that in general argued that a tax-subsidized project was facing impending collapse which could provide an opportunity for affordable housing. I have no problem with the author disliking Hudson Yards and he wouldn’t be the first or only one to do so. I believe, however, that the American Prospect piece contains misinformation on the Hudson Yards project. This article is an attempt to put Hudson Yards into context and explain how this public/private venture is currently working. (more…)
