A former Pfizer factory site in South Williamsburg will be developed into a mixed-use building and public plaza. On October 31, 2017, the City Council passed the Pfizer Sites Rezoning land use actions by a vote of 38-6. The zoning map and text amendments will convert the former Pfizer factory site, currently used for parking, into a mixed-use building and plaza. The project area, totaling 182,366 square feet, is bounded by Walton Street to the north, Gerry Street to the south, Harrison Avenue to the east, and Union Avenue to the west. The proposed development includes 1,146 housing units, 62,810 square feet of commercial space, and 26,000 square feet of public open space. For CityLand’s prior coverage on the matter, click here.

The Borough President promoted his targeted plan to address Brooklyn’s housing needs. On March 10, 2015 the New York Housing Conference held the Brooklyn Affordable Housing Forum at the National Grid Auditorium in MetroTech Center. The event featured representatives from community groups, real estate development, and city agencies to address challenges and ideas for affordable housing and services in Brooklyn.

Applicant seeks to build multiple dwellings on M1-1-zoned 25-foot lots. On June 24, 2014, the Board of Standards and Appeals voted 4-0 to grant a use variance to 95 Grattan Street, LLC and to 97 Grattan Street, LLC allowing them to construct two separate four-story, seven-unit residential buildings. One building will be located at 95 Grattan Street, the other at 97 Grattan Street. Each 2,500-square foot lot is located on the north side of Grattan Street, between Knickerbocker Avenue to the west and Porter Avenue to the east, with 25 feet of frontage on Grattan Street. Both lots are located in a M1-1 zoned district, which limits use to light manufacturing, industrial, retail, and offices. The LLCs needed a variance to construct residential buildings in the district.

High rises are built in Williamsburg, Brooklyn at a historic rate and most of them remain empty while very few lots are preserved as open space. One such lot at 99 South 5th Street in Williamsburg is owned by Housing Preservation and Development (HPD), the City government agency charged with managing affordable housing, and has been vacant for at least 20 years. Last year HPD released a Request for Proposals (RFP) for the lot (alternate address 337 Berry Street), asking developers to submit plans to buy and develop the property. The results were supposed to be released to the public last November. While the RFP for this lot requested that at least part of the footprint be set aside for open space, the activists at Time’s Up know all too well how public space projects conveniently disappear from development plans when costs run higher than expected.
Time’s Up, a direct action environmental group, has defended and supported open space in New York City for 20 years. After three years of operating a bicycle co-op in Williamsburg, the group has established deeps roots in the community. One of the volunteers proposed that Time’s Up finally start their own community garden in the neighborhood. The group decided on the 99 South 5th Street lot, just one block from their bicycle co-op, after scouting vacant lots around that location, researching who owned those lots, and holding several meetings to discuss the pros and cons of each. Time’s Up spoke with the community board and left messages for HPD to find out what happened with the RFP, but were told nothing. Additionally, hundreds of signatures were collected from local residents who supported the garden.

Brooklyn’s growing sector of small food makers has meant more jobs for the local economy over the past few years. As part of this growth, Brooklyn itself has become a brand for artisanal food makers who have set up in small kitchens and incubator spaces across the borough to make their tasty creations.
The Brooklyn “Food Chain” – starting with food manufacturing and wholesale distribution, and including grocery stores, specialty stores, restaurants, and coffee shops – account for 12.5 percent of the borough’s 472,000 private sector jobs. According to the Brooklyn Chamber’s Winter 2012 Brooklyn Labor Market Review, food accounts for one out of six of the 49,000 businesses in Brooklyn — with nearly 59,000 people employed by 7,800 businesses.
