Six designations sent to full Council where they were ratified; three items held over for further deliberation. On February 27, 2017, City Council’s Subcommittee on Landmarks, Public Siting, and Maritime Uses heard testimony and voted on the items designated at the Landmarks Preservation Commission’s last meeting devoted to the backlog initiative. The designated properties were introduced to the Subcommittee by Landmarks’ Lisa Kersavage and Lauren George. The Subcommittee approved designations for six of the items, but laid over three items for further consideration in instances where the property owners objected to designation. The three items not advanced to the Land Use Committee and full Council were the Lakeman-Cortelyou House, the Loew’s 175th Street Theater, and the Protestant Reformed Dutch Church of Flushing.

Prior to hearing public testimony, Council Member Steven Matteo discussed the designation of the Lakeman-Cortleyou House in New Dorp, Staten Island. The House dates to the 17th century, with the oldest part of the building constructed of fieldstone, and possesses a gambrel roof. Commissioners at Landmarks were advised that designation would likely be overturned at the Council level, but nonetheless awarded the property landmarks status due to its antiquity and rarity. City Council rejected the first private application of Mandatory Inclusionary Housing. On August 16, 2016, the City Council rejected a proposal to rezone a large corner lot in order to construct a new mixed-use development located at 4650 Broadway in Manhattan’s Inwood neighborhood. Currently a two-story commercial building operating as a parking garage and U-Haul truck rental facility occupies the site. The original proposal from the developer, Acadia Sherman Avenue LLC, was to build a new mixed-use building that would have retail and community space on the bottom two floors, contain 335 residential units and rise 23 stories. The original project would have made permanent 30 percent of the floor area as affordable housing under the new Mandatory Inclusionary Housing law.

On February 7, 2023, the New York City Department of Transportation (DOT) announced an expansion of a citywide curbside carshare program following a successful five-year pilot program. Carsharing allows participating members to access a vehicle for short-term use by hour or day whose cost includes maintenance. The cars are parked in publicly accessible locations to allow users to reserve vehicles, walk up to the reserved vehicle and use it, and then return it to the same spot. The agency will install new signage for 80 new dedicated curbside parking spaces in the Bronx, Brooklyn and Queens for carshare services.  (more…)

The Commission will help with the redesign of the City Council district boundaries. On March 7, 2022, Mayor Eric Adams announced his seven appointees to the New York City Districting Commission. The Commission is responsible for redrawing council district boundaries as required every ten years by the City Charter following the national census. The redistricting helps the City Council reflect changes in demographics and population.  (more…)

The new agreement stresses the need for internet access. On November 24, 2020, Mayor Bill de Blasio announce efforts to tackle the digital divide in New York City by ensuring that Verizon builds out its FiOS footprint to 500,000 additional householders, making high-speed fiber broadband available to more New Yorkers. Verizon failed to meet the terms of its current cable franchise agreement made with the Bloomberg administration to build out its FiOS network. (more…)
