    HPD’s Carol Clark on Affordable Housing Development and Historic Preservation

    Carol Clark, Assistant Commissioner for Land Use and Local Governmental Affairs with the New York City Department of Housing Preservation and Development, serves as one of the agency’s vital ambassadors to the City Council. The Council must review HPD’s affordable housing development initiatives that involve the disposition of City-owned properties or the grant of tax exemptions. Clark arrived at HPD ten years ago with an extensive background in architecture, historic preservation, planning, and real estate development.

    Architectural base. Clark grew up in the suburbs outside Detroit, Michigan. As a child on family trips to the city, she was captivated by the architecture of downtown Detroit’s skyscrapers. Clark’s interest in architecture led her to study architectural history at the University of Michigan. As an undergraduate, Clark became aware of the emerging efforts to restore and adaptively reuse historic buildings. When Clark learned that Columbia University offered the nation’s first graduate program in historic preservation, she knew a move to New York City would soon follow. Columbia accepted Clark, and she moved to the City in 1975.  (more…)

    Williamsburg residential rowhouse district designated

    Built as housing for working-class waterfront laborers, neighborhood remains remarkably intact. Landmarks designated the Fillmore Place Historic District on May 12, 2009. The district, primarily located on Fillmore Place between Driggs Avenue and Roebling Street in Williamsburg, Brooklyn, was privately developed during a period of rapid growth in Williamsburg during the 1850s. Although different developers likely had hands in Fillmore Place, the 29 rowhouses maintain cohesiveness in scale and design. The houses were built primarily for workers, largely German immigrants, employed along the industrializing East River waterfront.

    At the March 24th hearing, a representative for Council Member Diana Reyna stated that she “enthusiastically” supported designation, and that the area was “surrounded by over-development and new construction.” Preservationists testifying that the district merited protection included Melissa Baldock of the Municipal Art Society, who stated that the 2005 Greenpoint- Williamsburg Rezoning failed to identify historic resources, and, as a result, there was “still work to be done” in the area. Historic Districts Council Executive Director Simeon Bankoff stated that Fillmore Place was important partially because it represented how “an average Brooklynite” would have lived. (more…)

    City Planning Approves Second-of-its-Kind Industrial Business Incentive Area Project

    The project will provide much needed office space while preserving industrial space that is characteristic of the Greenpoint/Williamsburg area. On December 5, 2018, the City Planning Commission held a public hearing on a proposed mixed-use development at 12 Franklin Street in Greenpoint, Brooklyn, located within the Greenpoint/Williamsburg Industrial Business Zone.  The applicant is proposing to build a seven story, approximately 134,222 square foot building that will contain a mix of light industrial, office, and retail uses. On January 9, 2019, City Planning voted to approve the project. The application will proceed to City Council for review and approval. (more…)

    HDC Identifies Six Preservation Priorities for 2013

    Advocacy group selects areas in Manhattan, the Bronx, Brooklyn and Staten Island as meriting preservation attention in 2013. The Historic Districts Council announced its “Six to Celebrate” list of preservation priorities on January 3, 2013. The areas identified by HDC consist of the Bronx Parks System, Manhattan’s East Village/Lower East Side and Tribeca neighborhoods, Brooklyn’s Greenpoint and Sunset Park neighborhoods, and Harrison Street in Staten Island.

    The six areas were chosen from applications submitted by neighborhood groups around the city. The selected preservation targets will be commemorated at an event held by HDC on January 29, 2013. (more…)

    BSA hears appeal on Trump SoHo project

    Community group’s appeal seeks to halt construction of the 42story condo-hotel. On February 27, 2008, BSA heard testimony regarding the Department of Buildings’ approval for the Trump SoHo condominium hotel under construction at 246 Spring Street. The SoHo Alliance Community Group appealed, arguing that the condominium hotel contravenes the manufacturing zoning district’s prohibition against residential development.

    Buildings approved the plans for the Trump Soho on September 28, 2007 with the condition that the developers file a restriction against the property that prohibits owners of any one of the condominium hotel’s 413 residential units from living there for more than 29 consecutive days in any 36-day period, or a total of about 120 days per calendar year. The rest of the time, owners would put their Trump SoHo units on the market for transient use on a daily or weekly basis. The restriction, according to Buildings, puts the Trump SoHo under the transient hotel exception to the general prohibition against residential developments in the area. Under the restriction, Buildings would conduct audits and/or issue financial penalties to enforce the transient use requirements. (more…)
