The first session is tonight in Brooklyn, with additional sessions to follow. On February 3, 2023, the NYC Department of Finance announced a citywide series of Notice of Property Value (NOPV) information sessions. Property owners received a Notice of Property Value from Finance in January. The Notice of Property Value provides information about market and assessed value and other relevant information so that owners can review the information ahead of the finalization of the assessment roll in May.
The information sessions will provide owners with the opportunity to learn about an overview of the Notice of Property Values, understanding property taxes, how to qualify for exemptions, the function of the Taxpayer Advocate who can help with certain property tax issues, and how to file a challenge with the New York City Tax Commission. The sessions will be held by Finance’s Outreach Team with the agency’s Property Operations staff, the Office of the Taxpayer Advocate and the Tax Commission.
If owners wish to challenge the assessment, they need to file a challenge with the Tax Commission. The deadline to challenge the property values of Class 2, 3 and 4 properties is March 1st, and Match 15th for Class 1 properties. Forms for challenging and more information can be found here on the Tax Commission’s site.
If owners think there is an error in the provided information – for example, the wrong square footage – they may file a Request to Update with Finance, which is different than a challenge to the property value.
The hearings will be held from 5 to 8 PM at the following locations:
– Brooklyn: February 7th at Brooklyn Borough Hall, 209 Joralemon Street
– Queens: February 8th at Queens Borough Hall, 120-55 Queens Boulevard, Kew Gardens
– Staten Island: February 13th at Staten Island JCC, 1466 Manor Road
– Manhattan: February 15th at David Dinkins Municipal Building, 1 Center Street, Mezzanine
– The Bronx: February 16th at Bronx Borough President’s Office, 851 Grand Concourse Rotunda
