UPDATED: City to Implement Up to 100 Miles of Safe Streets

The plan will aim to add 100 miles of open streets, widened sidewalks and protected bike lanes. Note: This article has been updated to continuously reflect the added streets as those announcements are made. Please continue to check back for further updates.

On April 27, 2020, the Mayor’s Office announced a plan along with Council Speaker Corey Johnson to implement street closures, sidewalk widening, and the addition of bike lanes as part of the City’s response to the COVID-19 outbreak. The plan aims to close off streets to cars to provide more space for social distancing for pedestrians and cyclists as the weather gets warmer and more people are expected to go outside. 

The plan will set up at least 40 miles of open streets over the next month, with the goal of expanding to 100 miles. The plan will focus on communities hit hardest by the pandemic. The plan will include up to 60 miles of streets in and around parks; up to 20 miles of streets that are identified with consultation from local precincts, Community Boards, and other partners; up to 10 miles of streets controlled by local organizations like BIDs and block associations; up to 2.5 miles of widened sidewalks and 10 miles of protected bike lanes. Discussions about which streets should be affected will occur over the coming weeks. 

With the exception of bike lanes, open streets will be in effect for the duration of “NY Pause” order, which is currently set to expire on May 15th but may be extended or altered by Governor Andrew Cuomo as needed. Governor Cuomo outlined New York State’s plan to reopen in phases, by region, depending on several factors including declining hospitalization rates. However, New York City is the most impacted region across the state, and at this time it is unclear when the City will be ready to “unpause.” CityLand reached out to the Mayor’s Office to ask about how safe streets would be affected if the Governor rolled back NY Pause but have not received a response at this time. 

UPDATE 1 (5/4/20): 

The Mayor’s Office responded to CityLand‘s request for more information, clarifying that bike lanes will be permanent and that while it is likely that NYPause will lift in limited parts of the state, it is very unlikely that New York City will be impacted so the City is moving ahead with plans to expand open streets.

On May 1, 2020, Mayor de Blasio and Speaker Johnson announced the first streets to be closed for open space. The following streets will be open from 8 AM to 8 PM to pedestrians and cyclists with limited vehicle traffic for local deliveries, pick-ups and drop-offs, necessary city service, and emergency vehicles only. Drivers will only be allowed to drive at 5 MPH along these streets. Pedestrians and cyclists will be allowed to use the roadbed of the open streets. The open street hours started for the following streets on Saturday, May 2, 2020.

Garment District (Manhattan) – Broadway from 36th Street to 41st Street (0.2 miles) from 8 AM to 4 PM weekdays and 9 AM to 5 PM on weekends.

Commodore Barry Park (Brooklyn) – N Elliott Place from Park Avenue to Flushing Avenue (0.11 miles).

Crocheron Park (Queens) – 35th Avenue from Corbett Road to Dead End (0.28 miles).

Captain Rivera Playground (Bronx) – Forest Avenue from 156th Street to Westchester Avenue (0.05 miles).

Riverdale Playground (Bronx) – 236th Street from Hudson Manor Terrace to Independence Avenue (0.12 miles).

Ralph DeMarco Park (Queens) – Shore Boulevard from Ditmars Boulevard to 20th Avenue (0.33 miles); Ditmars Boulevard from 19th Street to Shore Boulevard (0.12 miles).

The following protected bike lanes will be added:

Central Queens – Broadway/Northern Boulevard from 34th Avenue to Queensboro Plaza (3.6 miles).

Central Park – 61/62nd Streets from Queensboro Bridge to 5th Avenue (1.3 miles)’ 5th Avenue from 120th Street to 110th Street (1 mile).

Lower Manhattan/SoHo – Center Street/Lafayette Street from Brooklyn Bridge to Spring Street (1.41 miles).

Midtown Core – 6th/7th Avenue from 59th Street to 34th Street/47th Street (1.78 miles).

Mayor Bill de Blasio stated, “This summer is going to look different from any other in our city’s history – and we’re ready to give New Yorkers more ways to leave home while staying safe from COVID-19. I’m proud to work with Speaker Johnson, the Department of Transportation, and the NYPD to find creative solutions that support our broader goals of ending this pandemic and rebuilding a fairer city.”

Council Speaker Corey Johnson stated, “The Council is thrilled our calls for open streets have been answered and looks forward to working with the administration to give New Yorkers the space they need to socially distance properly. As the weather gets nicer and this unprecedented crisis stretches on longer, we need to do everything in our power to keep our neighbors safe and healthy. This announcement is a great starting point for the ongoing conversation about how we share our public spaces during this pandemic and in a post-coronavirus future.”
