421-a Benefits Suspended for Failure to Comply

Property owners face 421-a suspension for failure to submit Final Certificates of Eligibility. On March 9, 2018, Housing Preservation and Development Commissioner Maria Torres-Springer and Department of Finance Commissioner Jacques Jiha announced the suspension of 421-a benefits to more than 1,700 property owners. Succession Rights Granted in Mitchell-Lama Co-op

Downs syndrome grand-nephew sought succession rights to Mitchell-Lama cooperative apartment. On February 3, 2012, the permanent tenant of Lindsay Park Housing Corp., a Mitchell-Lama affordable housing cooperative, died. Following her death, the New York City Department of Housing Preservation and Development ruled that the grand-nephew, Haile King-Rubie, who resided with the deceased did not have succession rights to the apartment. Haile King-Rubie, who has Down syndrome, filed a petition to review this decision.


Public Advocate Investigation Reveals HPD’s Grossly Inadequate Oversight of Homeownership Programs

New inclusionary zoning yields 536 units

HPD reports that an additional 1,139 affordable units are in the pipeline. At the Trends in New York City Land Use and Development forum co-hosted by the Center for New York City Law, HPD reported a total of 536 affordable units in construction and an added 1,139 units in the application phase as a result of the expanded inclusionary housing provisions.

HPD Adopts Amendments to Mitchell-Lama Rules

New rules address transferability of applications, preferences for veterans, and more.  On November 25, 2014 the Department of Housing Preservation and Development formally adopted amendments to the rules governing city-aided limited-profit housing companies, commonly referred to as the Mitchell-Lama program.  A public hearing on the proposed changes was held on November 6, 2013 and public comments were received by HPD through November 30, 2013.
