Executive Director of the Port Authority Rick Cotton spoke at this morning’s 159th CityLaw Breakfast at New York Law School. Cotton was introduced by Professor Ross Sandler, Director of the Center for New York City Law, with remarks by Dean Anthony W. Crowell. Cotton spoke on “From Vision to Reality: Rebuilding New York’s Airports for the 21st Century”. 


Extra Money for Concrete Denied

Contractor claimed that the City contract restricted it to purchasing concrete from a single concrete supplier. In April 2014, Perfetto Contracting Co., an electrical contractor, successfully submitted a bid to the Department of Design and Construction for a contract to work on the Broadway Junction Transit Hub Enhancement Project. The contract required specific concrete designs to be procured from a NYSDOT-approved vendor. Perfetto began work in October 2014.


Owner of SRO Denied Certificate

Owner of Manhattan brownstone sought to convert a single room occupancy building. Nicole and Clinton Simpson own a single non-occupancy building located at 107 West 122nd Street in Manhattan. The Simpsons purchased the building in September 2016 from the prior owner, who had owned the building from 2007-2016. Claim based on verbal request denied

Construction Company sought additional compensation related to the reconstruction of Washington Square Park. In May 2015, the Parks Department contracted with SH5 Construction Corp. to reconstruct perimeter sidewalks around Washington Square Park, Manhattan. SH5 alleged a Parks employee gave it verbal instructions to install a straight curb instead of a drop curb at the north side of the park between 5th Avenue and University Place.



Advertising sign application denied

Owner sought to install billboard capable of running 54 advertisements. Baychester Retail III LLC filed applications to install an LED billboard capable of displaying 54 video screen advertisements on a commercial property located near Co-op City, in the Baychester section neighborhood of the Bronx near the New England Thruway. Buildings denied the applications.
