City Planning Commissioners voice concern over approving too many IBIAs before knowing the impacts that such projects will have on the area. On February 27, 2019, the City Planning Commission voted to approved another Industrial Business Incentive Area (IBIA) within the Greenpoint/Williamsburg Industrial Business Zone (IBZ) of Brooklyn. This project will be the third of its kind, with 25 Kent Avenue as the first, and 12 Franklin Street as the second. This application expands the existing IBIA to include a new area comprised of six lots, located on a portion of block bounded by North 14th Street to the north, North 13th Street to the south, Berry Street to the west, and Wythe Avenue to the east. Designation as an IBIA unlocks two special permits, one to increase the maximum floor area ratio (FAR) and building envelope regulations, and another to waive parking and loading requirements. Utilizing the two special permits, the applicant will develop a new seven story building at 103 North 13th Street that will contain a mix of light industrial, retail and office space. (more…)

A former Pfizer factory site in South Williamsburg, Brooklyn will be redeveloped into 1,146 housing units, 62,810 square feet of commercial space, 26,000 square feet of publicly accessible open space, and 404 parking spaces. On September 19, 2017, the City Planning Commission issued a favorable report on land use applications by Harrison Realty LLC. The land use applications include: (1) a zoning map amendment to change the current manufacturing district into a residential district with a commercial overlay, and (2) a zoning text amendment to establish a Mandatory Inclusionary Housing area on the site. The proposed building would provide low income housing and community-oriented facilities. On August 19, 2015, the City Planning Commission held a public hearing on a Department of Housing Preservation and Development application to develop an eleven-story building for both commercial and residential use. The proposal would demolish an existing Landmarks Preservation Commission warehouse at 337 Berry Street in the Williamsburg neighborhood of Brooklyn and replace it with a 15,000 square-foot mixed use building. The Commission is expected to issue a decision on the application by mid-October of 2015.

Community board wanted developer to exclude bars from mixed-income housing project. On February 16, 2011, the City Planning Commission approved Bruce Terzano’s plan to redevelop the southeast corner of a block bounded by South 2nd and South 3rd Streets and Kent and Wythe Avenues in Williamsburg, Brooklyn. The proposal included constructing a six-story building with 61 market-rate apartments and ground floor commercial space, and a smaller six-story building with eighteen affordable apartments.
To facilitate the project, Terzano requested that the City establish a special mixed-use district and rezone the block’s eastern half from M3-1 to M1-4/R6A, and apply the City’s Inclusionary Housing Program to the site. Terzano’s property is occupied by a plumbing supply store and parking lot. The remainder of the rezoning area consists of mixed-use buildings, undeveloped land, and industrial buildings converted to commercial uses. (more…)

Project near Domino Sugar Refinery would provide 59 market-rate units and eighteen affordable units. The City Planning Commission held public hearings on Bruce Terzano’s proposal to develop a 104,000 sq.ft. mixed-use project at the corner of Wythe Avenue and South 3rd Street in Williamsburg, Brooklyn. The project would include a six-story building with eighteen affordable apartments and a larger six-story building with 59 market-rate apartments and ground-floor commercial space. The site, one block from the Domino Sugar Refinery, is occupied by a parking lot and plumbing supply store owned by Terzano.
Terzano proposed rezoning a half-block portion of Wythe Avenue between South 2nd and South 3rd Streets from an M3-1 manufacturing district to an M1-4/R6A mixed-use district. Terzano also requested that the City apply the Inclusionary Housing Program to the area in order to build affordable units. The Commission held separate hearings on the applications in order to comply with public notice requirements. (more…)
