The building will house the company’s administrative functions. On December 2, 2020, the City Planning Commission held a public hearing for an application from Chartwell Pharmaceuticals to build a new office building at 5802 – 5806 16th Avenue in Borough Park, Brooklyn. The application would rezone a residential district to a commercial district to facilitate the construction of a five-story office building. The proposed mixed-use development looks to activate vacant land near the Halsey Street Subway station. On August 17, 2020, the City Planning Commission held a remote public hearing on a City application that would facilitate the construction of an eight-story mixed use development in the Ocean Hill neighborhood of Brooklyn. The site is currently a vacant, trapezoidal block situated mainly along Broadway to the northeast, Hancock Street to the southeast, and Saratoga Ave to the west. The site is directly across from a raised subway platform and the Halsey Street subway station that serves the J/Z subway line. The Department of Housing Preservation and Development and the Department of Citywide Administrative Services brought the application on behalf of the City.

Borough based jail proposal moves to City Council. On September 3, 2019, the City Planning Commission approved the Department of Corrections, the Mayor’s Office of Criminal Justice, and the Department of Citywide Administrative Services’ application for a special permit to create a borough-based jail system with modifications. The application passed by a 9-3 vote with Commissioners Alfred C. Cerullo III, Orlando Marin and Raj Ramphershad voting against the proposal.

The four jails are set to replace Rikers island by 2027. On March 25, 2019, the City Planning Commission certified the City’s application for four borough-based jails as a part of the City’s plan to shut down Rikers Island. The four jails – in Manhattan, the Bronx, Queens, and Brooklyn – will have a total of 5,748 beds and a capacity of 5,000 inmates. The additional 748 beds will be used to account for taking occupied cells out of service for repairs, separating inmates based on gender or sentenced versus non-sentenced or other space needs. In addition to 114 new residential units, 34 of which will be affordable, the new development will feature two stories of retail space that is responsive to community needs. On March 13, 2019, the City Planning Commission voted to approve an application for a rezoning in the Flatbush Junction neighborhood of Brooklyn. The application calls for a rezoning of the applicant’s property at 1640 Flatbush Avenue, facing the Triangle Junction shopping mall to the north, Aurelia Court to the south, Flatbush Avenue to the east, and East 31st street to the west, along with portions of an adjacent property and one located across East 31st Street. The proposed rezoning will facilitate the development of a new 13-story mixed-use building on the applicant-owned 1640 Flatbush Avenue, and bring the other two properties into zoning compliance.
