New plan for Pelham Gardens, Laconia and Baychester. The City Council approved the proposed rezoning of 163 blocks in the Bronx, covering portions of Pelham Gardens, Laconia and Baychester located north of Pelham Parkway and east of Williamsbridge and Boston Roads.
