On August 8, 2018, the City Council approved the Inwood Neighborhood Rezoning amidst resident concerns and disapproval. Mayor Bill de Blasio and Council Member Ydanis Rodriguez celebrated the rezoning approval. The rezoning was developed over the course of three years and affects 59 city blocks in the northern Manhattan neighborhood. The Economic Development Corporation, together with the Department of Housing Preservation and Development, the Department of Citywide Administrative Services, and the Department of Small Business Services, proposed the land use actions to implement a comprehensive rezoning plan in accordance with the goals of the Mayor’s Housing New York: Five-Borough, Ten-Year Plan and began to implement the Inwood NYC Action Plan. While many are still shoveling snow from the fourth nor’easter of the year, a new bill looks to increase penalties on chain business owners who fail to clear sidewalks. On March 7, 2018, Council Member Justin Brannan introduced a bill that will amend the Department of Sanitation section of the administrative code by increase the penalties for chain business owners who fail to properly remove snow, ice, and dirt from sidewalks following a snowfall. Council member Brannan hopes these changes will encourage increased enforcement by property owners with larger stretches of icy sidewalks that pose serious hazards to local residents while preventing smaller independent stores with less square footage and sidewalk space from being penalized unnecessarily. Amidst opposition from community members and organizations, the Jerome Avenue Rezoning plan had its day at the City Council. On February 7, 2018, the City Council’s Subcommittee on Zoning and Franchises held a public hearing on the application by the Department of City Planning and Department of Parks and Recreation for a zoning text amendment, zoning map amendment, and City Map amendment to de-map a portion of Corporal Fischer Place and to map new parkland along Jerome Avenue in the Bronx. The application was submitted in conjunction with several related actions to facilitate land use modifications associated with the Jerome Avenue Neighborhood Plan (Plan). The Plan’s aim is to foster a vibrant mix of residential, commercial, and community facility uses along the two-mile Jerome Avenue corridor in Bronx Community Boards 4, 5, and 7 in the southwest Bronx. City Council approved a 22-block rezoning of Downtown Far Rockaway, Queens. On September 7, 2017, the City Council approved a large-scale rezoning and development plan for Downtown Far Rockaway by a vote of 46-0. The resolutions will create a Special Downtown Far Rockaway district, a Mandatory Inclusionary Housing area, and an Urban Renewal Area. $288 million has been secured to grant amenities this community has been requesting for over 40 years. Zoning Subcommittee received testimony on a controversial eight-story residential building in Brooklyn’s Vinegar Hill neighborhood. On May 16, 2017, the City Council’s Zoning Subcommittee heard testimony regarding an application from 251 Front Street Realty Inc. The Constellation Group is the developer. The project would result in a new eight-story residential building at 251 Front Street in Vinegar Hill. (more…)
