The proposed height provision had, as approved by the Planning Commission, been applicable citywide. On February 28, 2007, the City Council approved the four linked applications for the mixed-use development of West 60th Street Associates, LLC with significant modifications to the developer’s proposed citywide zoning change on bulk.
West 60th originally proposed a zoning text amendment that would allow developers of general, large-scale developments located in certain commercial districts to modify the height factor calculation, a bulk measurement, if it resulted in better site plans and open space. As approved by the Planning Commission, the new bulk waiver special permit would apply to ten community districts in Manhattan, Brooklyn and Queens. 4 CityLand 4 (Feb. 15, 2007). (more…)

The New York City Council Committee on Small Business held a public hearing on a proposed digital portal to centralize the information and paperwork necessary to open and run a small business. On June 9, 2022, the New York City Council’s Committee on Small Business held a public hearing on a proposed bill that would require the City to create and maintain the, “One-Stop Shop NYC Business Portal.” The Portal would be an on-line hub for information and functionality related to opening and running a small business. It is meant to make the process more efficient by allowing business owners to deal with all the necessary city agencies in a single, easily-accessible space. (more…)

The bill provides better transparency and helps potential purchasers and agents. On June 17, 2021, the New York City Council passed a bill to require the City’s Board of Standards and Appeals to record a copy of a decision affecting a parcel of land made by the Board in the appropriate title recording system. The bill, Int. 2257-2021, will require the Board to record the decision with the Automatic City Register Information System (ACRIS) for properties in Manhattan, the Bronx, Brooklyn or Queens and with the Richmond County Clerk’s database for properties in Staten Island. Proposed legislation would include requirements to provide information about how to respond to suspected deed fraud. On October 13, 2020, the City Council Committee of Housing and Buildings and the Committee on Finance held an oversight hearing examining the City’s deed theft and deed fraud crisis, and discussed two bills and a resolution aimed at combatting deed theft: Int 1913, Int 1919, and Res 1427.
