On September 4, 2019, Borough President Ruben Diaz Jr. released a report outlining an action plan for the School Construction Agency to address public school overcrowding and school construction cost proposals. Former New York State Chief Judge Jonathan Lippman, speaking at a CityLaw Breakfast on January 23, 2019, powerfully argued that the time has come to close Rikers Island, New York City’s notorious jail located on an island in the East River. Judge Lippman’s remarks echoed the 2017 recommendations of the Independent Commission on New York City Criminal Justice and Incarceration Reform which Judge Lippman chaired. Judge Lippman spoke at the breakfast in a question and answer format as a way to bring the audience into the conversation. Judge Lippman was questioned by Greg Berman, director of the Center for Court Innovation. A transcript of Judge Lippman’s passionate and persuasive remarks follows.

Initiatives proposed in the wake of the Rivington House sale would prompt public review process and transparency. On July 19, 2016, Manhattan Borough President Gale Brewer and Council Member Margaret Chin wrote a letter to the City Planning Commission in favor of subjecting any changes made to deed restrictions throughout New York City to the Uniform Land Use Review Procedure. The letter is the latest development in a series of events sparked by the sale of the Rivington House, a nonprofit nursing home on Manhattan’s Lower East Side, to luxury condominium developers. Carol Samol

As director of the Department of City Planning’s Bronx Office, Carol Samol uses zoning tools to promote sustainable economic development in the Bronx. She has also participated as a leader in a broader City effort to reform the City’s Uniform Land Use Review Procedure’s pre-certification process.

Journey to the Bronx. Samol grew up in the upper Ohio Valley near Wheeling, West Virginia and studied English at Berea College, a small liberal arts college in Kentucky. Berea College admits academically promising students who are able to attend for free so long as they work in some capacity for the school. After graduation, Samol moved to the Bronx where she earned a Master’s Degree in Philosophy from Fordham University. Philosophy served as an extension of Samol’s English studies, allowing her to expand her analytic skills. Samol searched for a practical application of her studies, ultimately developing an interest in urban planning. She attended New York University’s Robert F. Wagner Graduate School of Public Service and earned a Master’s in Urban Planning. Samol says that she felt an instant and personal connection to the Bronx, the borough where she continues to reside. Ultimately, Samol knew that she would help work towards the borough’s redevelopment.

Since taking office in January 2006, Manhattan Borough President Scott Stringer has set land use policy and community board reform as priorities.

Stringer hired Anthony Borelli as his Director of Land Use, Planning and Development. Before joining the Borough President’s office, Borelli studied urban planning at Columbia University and worked with the university’s Urban Technical Assistance Project, which provides urban planning consultation to distressed communities. Borelli then served as District Manager of Community Board 4 for five years, where he dealt with the highly complex Hudson Yards and High Line/West Chelsea rezonings and large developments like the John Jay College expansion.
