De Blasio Administration Expands Benefits of Rent Freeze Programs

The Housing Stability and Tenant Protection Act makes it possible to freeze rents at preferential rates for qualifying New Yorkers. On September 18, 2019, the de Blasio administration released guidance regarding renter rights under the Housing Stability and Tenant Protection Act. This guidance will allow New Yorkers who pay preferential rents in rent-stabilized apartments to benefit from the City’s Rent Freeze Programs.


New Programs aimed to Help First-time Homeowners

Plan anticipates creating or preserving 20,000 homeownership opportunities by 2026. On December 11, 2017, Mayor Bill de Blasio announced two new programs, Open Door, which aids first-time homeowners buy a condo or coop, and HomeFix, which helps New Yorkers make capital improvements to their homes. These two programs will reach at least 2,100 households in eight years. These programs are part of the Mayor’s 300,000 affordable housing plan.


Tenant Denied Move Within Building

Mitchell-Lama tenant sought to move to a different two-bedroom apartment in building, but failed to meet the occupancy requirements of three persons. In 2014, Lawrence Wilson and his partner occupied a two-bedroom apartment in a Mitchell-Lama building. They sought to move to a different two-bedroom apartment in the same building. Another couple, Nickita Skopelitis and Joann Papamichael, who lived in the same building with their child, also sought to transfer to the same two-bedroom apartment.


Council Committee Holds Hearing on Rent Stabilization Extension [UPDATE: Legislation Passes Council]

Modified version of EDC’s plan moves to Council

Commission finds affordability issue outside its scope of review, modifies other aspects of plan. On September 24, 2008, the City Planning Commission approved a modified version of EDC’s Hunter’s Point South Redevelopment Plan.
